Planning Commission


The Planning Commission acts in an advisory capacity to City Council in planning the development of the City (conditional use permits, rezoning, parks, etc.).


Planning Commission meetings are the 2nd and 4th Wednesdays of each month at 4:00 p.m. in the 2nd floor Conference Room or 1st Floor Council Chamber of City Hall. Meetings are broadcast live on Lynchburg Government Channel LTV 15 and Facebook and can also be viewed here.

The city planning commission is composed of seven members: 

The members of the City Planning Commission shall be appointed by the City Council. In December of each year, the council shall appoint three or two members, as the case may be, to the City Planning Commission for terms beginning the succeeding January, to take the place of those whose terms expire. All members appointed to the commission shall serve from the January first succeeding their appointment for a term of three years, or until their successors are duly appointed and qualified. (Code 1959, Section 24-1)

Public Participation at Meetings

Meetings of the Planning Commission are open to the public. 

Alternate methods to participating in-person at the public hearing include submitting comments by phone, email, or mail. These comments must be submitted no later than the day before the meeting.

  1. Call in your comments to 434-455-3959. These calls will be recorded and played during the public hearing following any in-person comments. The 3-minute speaking limit applies. Phone comments will be cut off at the 3 minute mark as they would be for a person speaking in Council Chamber.
  2. Citizens may also send written comments on these topics to the Planning Technician. Written comments can be emailed to or mailed to 900 Church Street, Lynchburg, VA 24504.

All comments will become a part of the official public record. When leaving public hearing comments please provide your name, address, phone number, the item you are commenting on, your position on the item, and your comment.
