    Sec. 7-98. Area-wide quarantine—When imposed.
     
    Where there is sufficient reason to believe that a rabid animal is at large, the council shall have the power, pursuant to section 29-213.21 of the Code of Virginia (1950), as amended, to pass an emergency ordinance requiring owners of all animals within the city to keep the same confined on their premises unless leashed under restraint of the owner in such a manner that persons or animals will not be subject to the danger of being bitten thereby.
