    Sec. 37-58. City manager's recommendations to council as to issuance or denial.
     
    If the city manager finds that further taxicab service in the city is required by the public convenience and necessity and that the applicant for a certificate is of good moral character, fit, willing and able to perform such public transportation and to conform to the provisions of this article and the rules and regulations promulgated by the city manager, and has complied with the provisions of sections 37-68 and 37-69, the city manager shall recommend to the city council that the city council issue a certificate to the applicant; otherwise, the city manager shall recommend to the city council that the application be denied. The city manager shall include a complete report of his findings in his recommendation to the council. (Tax Code 1959, § 31-40)
