    Sec. 36-126.36. Itinerant vendors.
     
    (a) Itinerant vendors shall mean any person, firm or corporation who shall engage in, do or transact any temporary or transient business in the city in one or more places, and who for the purpose of carrying on such business shall hire, lease, use or occupy any building or structure, motor vehicle, tent, car, boat or public room or any part thereof, including rooms in hotels, lodging houses, or houses of private entertainment, or in any street, alley, or other public place in the city, for a period of less than one (1) year.
     
    (b) Any itinerant vendor doing business in the city shall pay for the privilege an annual license tax of five hundred dollars ($500.00), not prorated. The license shall be a personal privilege and shall not be transferable nor shall there be any abatement in any instance of the tax upon such license by reason of the fact that such person or persons so licensed shall exercise such license for any period of time less than that for which it was granted.
