    Upon application of any person for the alteration or vacation of a street or alley in the city, the council may appoint, from an approved listing, not less than three (3) nor more than five (5) viewers who shall view such street or alley and report in writing to the council whether in their opinion any, and if any, what, inconvenience would result from discontinuing the same. The council shall allow such viewers the sum of twenty-five dollars ($25.00) for their services, to be paid by the person making the application to alter or vacate the street or alley.
