    Sec. 32-18. Report of expenditures; annual budget.
     
    (a) It shall be the duty of the board of school trustees, once in each year, and oftener if deemed necessary, to submit to the council, in writing, a classified report of all expenditures and a classified estimate of what funds will be needed for the proper maintenance or growth of the public schools of the city, and to request the council to make provisions by appropriation or levy for the same.
     
    (b) It shall also be the duty of the board of school trustees, annually, on or before April first in each year, to submit an itemized estimate of their requirements for the succeeding fiscal year and a detailed estimate of expected revenues from all sources, together with comparative statements for the current and preceding fiscal year.
