Sec. 29-28. Issuance.
If, as a result of investigation, the character and business responsibility of the applicant are found to be satisfactory, the chief of police shall endorse on the application his approval, execute a permit addressed to the applicant for the carrying on of the business applied for and shall deliver the permit to the applicant. As a requisite to obtaining such permit, the applicant shall be required to pay a fee of fifteen dollars ($15.00) at the time of filing his application, to cover the cost of processing such application, which fee shall not be refundable.
