    Sec. 26-3.1. Administration and enforcement.
     
    The nuisance ordinance established by this article shall be enforced and administered by the community development department. The director of community development shall designate the staff members that shall be responsible for the enforcement of the nuisance ordinance. The community development department shall conduct investigations of alleged public nuisances, give the necessary notices to abate public nuisances, make the necessary arrangements to abate public nuisances, prepare the statements of costs and expenses incurred by the city in the abatement of public nuisances and take whatever action is necessary to eliminate the presence of public nuisances within the city. The community development department may also make arrangements with other individuals and agencies to assist in the enforcement of the nuisance ordinance. The director of community development shall serve as the hearing officer for any administrative hearings requested under section 26-6.1 of the nuisance ordinance.
