    Sec. 19-21. Summoning fire-fighting, ambulance, or other emergency equipment without just cause.
     
    (a) Any person who, without just cause therefor, calls or summons, by telephone or otherwise, any ambulance, fire-fighting apparatus or other emergency vehicle or equipment, or any person who maliciously activates a manual or automatic fire alarm in any building used for public assembly or for any other public use, including, but not limited to, schools, theatres, stores, office buildings, shopping centers and malls, coliseums and arenas, regardless of whether ambulances, fire apparatus or other emergency equipment responds or not, shall be deemed guilty of a Class 1 misdemeanor.
     
    (b) Any person who aids, counsels or procures another, without just cause therefor, to call or summons by telephone, street alarm box, or otherwise, any emergency equipment described in paragraph (a) above shall be deemed guilty of a Class 1 misdemeanor.
