Sec. 18.1-1. Title, purposes.
(a) This ordinance may be cited as the Lynchburg public procurement code.
(b) The city and the Lynchburg school system agree that the city’s procurement division will oversee the procurement of goods and services for the Lynchburg public schools as well as the city. Accordingly, the word "city" when used in the Lynchburg public procurement code shall be construed to also mean the Lynchburg public schools, unless such construction would be inconsistent with the intent or the context of the public procurement code.
(c) The purposes of this ordinance are (i) to prescribe how the city is to conduct procurements from nongovernmental sources; (ii) to prescribe policies and procedures based on competitive principles generally applicable to the city's procurement of goods and services that the city adopts as alternatives to certain provisions of the Virginia public procurement act, as allowed by Va. Code § 2.2-4343; and (iii) to adopt and supplement other provisions of the Virginia public procurement act. (Ord. of 12-13-05, Ord. No. O-05-161; Ord. No. O-09-062, 6-23-09)
