Sec. 18-80. Fee for passing bad checks.
Any individual, firm, association, partnership or corporation which shall utter, publish or pass any check or draft for payment of taxes or any other sums due the city, which is subsequently returned for insufficient funds or because there is no account or the account has been closed shall be required to pay in addition to the amount of the check or draft a penalty fee of twenty-five dollars ($25.00) for each bad check or draft so uttered, published or passed.
