Sec. 16.2-24. Nonstructural measures.
It is not necessary that basic requirements for water quality and quantity control be satisfied solely by means of structural methods. Non-structural practices including, but not limited to, cluster land use development, low impact development, minimization of impervious surfaces, open space acquisition, floodplain management, and protection of wetlands, steep slopes, riparian buffers, and vegetation should be coordinated with structural requirements. Approval of non-structural practices can be granted at the discretion of the plan approving authority as an alternative to individual structural practices.
