Sec. 11-71. Applicability of chapter provisions to homeowners.
Nothing contained within this chapter shall prevent any homeowner from construction, repair, improvements, or re-improvements on his own residence or a residence of his immediate family, provided the owner does the work himself or with his own employees and the homeowner complies with the requirements of Section 54.1-1100 and 54.1-1101 of the Code of Virginia and signs an owner/builder affidavit as provided by the division of inspections when obtaining a permit. This provision does not covey the right to violate any of the provisions of this chapter, neither is it to be construed as exempting any property owner from obtaining a permit and having the work inspected nor from paying the required fees.
