    The Virginia Freedom of Information Act (FOIA), located § 2.2-3700 et seq. of the Code of Virginia, guarantees citizens of the Commonwealth and representatives of the media access to public records held by public bodies, public officials, and public employees.

    The City of Lynchburg wants to hear from you, and to make it easier, a brand new online tool, “Lynchburg is Listening,” is being launched.  “Lynchburg is Listening” gives residents the opportunity to be heard through online discussions on projects, informal surveys, and posting of ideas through an easy-to-use interface.  This new application will also help facilitate ideas among members of the community. 

    On July 23, 2013, the State Board of Elections (SBE), in partnership with the Virginia Department of Motor Vehicles (DMV), launched online voter registration as a result of recently enacted legislation sponsored by Delegate David Ramadan (HB2341). Eligible citizens of the Commonwealth are now able to submit a voter registration application or update their registration information online. 

    Lynchburg City Council's meetings are broadcast live most second and fourth Tuesdays of each month. The meetings are also recorded so that you can watch any previous meeting as well as selectively watch certain parts of the meeting agenda.

    Motorists traveling near E. C. Glass High School are cautioned to take notice of new speed limit signs recently installed on Memorial Avenue and Langhorne Road near E.C. Glass High School.  The speed limit in these zones has been reduced to 25 miles per hour during the time periods of 30 minutes before and after school starts each morning and 30 minutes before and after school dismisses in the afternoon.

    The Lynchburg City Assessor's Office keeps an alphabetical ownership tax roll and assesses approximately 31,400 real estate property parcels, of which 1,500 are exempt.  The real estate tax rate for 2016-17 is $1.11 per $100 of the assessed value. 

    To maintain the roll, the City Assessor must keep current property records showing physical characteristics of each parcel and in accordance with Chapter 18-48 of the Lynchburg City Code, Title 58.1 of the Code of Virginia, and Article X of the Virginia Constitution

    Property transfers and building permits are processed throughout the year and all parcels are reassessed biennially. Special appraisal estimates of value for budgeting and rental studies are prepared periodically.
