
This Draft Master Plan has been prepared by the City of Lynchburg and the Fifth Street CDC. The Design Concept Plan was developed as a result of a Charrette held with residents and business owners in and around Fifth Street. The Draft Master Plan builds upon the Concept Plan and outlines the vision for the corridor. Both the Planning Commission & City Council have endorsed the Concept Plan, and the City's Planning consultants Sympoetica are currently preparing the final aspects of the Master Plan. The Master Plan encompasses the area from Church Street to the Martin Luther King Jr. Memorial Bridge and is surrounded by the neighborhoods of Tinbridge Hill, Garland Hill, College Hill and the Riverfront / Downtown Area.A two block area on either side of the corridor was included for Planning purposes.Throughout the planning process, residents and business owners spoke of Fifth Street as the way it use to be. An urban street with restaurants, theaters, pharmacies and offices that supported the residents of the adjacent neighborhoods. Much history on Fifth Street is tied to African-Americans and their businesses. Today Fifth Street has evolved to include businesses owned and operated by people of different ethnic and cultural backgrounds. It is the goal of the Fifth Street Master Plan to recognize and celebrate the history and heritage of 5th Street while expanding opportunities to include new and expanded businesses. Fifth Street can and will be a vibrant commercial area, that is pedestrian friendly and supports the needs of surrounding residents and the entire City.
